I
am writing to ask you to co-sponsor S. 1810 or HR 2322, the “Home and Farm
Wind Systems Act of 2001” and to otherwise help pass this important
legislation. These bills would establish a 10-year tax incentive program
for homeowners, farmers, and small businesses wanting to install small wind
energy systems to reduce their utility bills and cut pollution.
While
a number of States offer incentives for these investments, the federal
government has offered nothing since 1985.
It’s time for the federal government to get back into the game.
Incentives are needed to help overcome the high first costs for this
equipment. This will lead to more
sales, higher production volumes, and ultimately lower costs due to mass
production.
This
is exactly the kind of proactive energy policy the American public wants. A Nov. 27th Gallup Poll on energy issues showed
that a full 91% of Americans support increased incentives for solar, wind, and
fuel cells.
And,
it won’t cost much money. The Congressional Joint
Tax Committee has scored S. 1810/HR 2322 at a 5-year cost of $23 million and a
10-year cost of $164 million. This
is a pittance compared to, for example, the $3.6 billion proposed to support
increased use of coal in the House Energy Bill, HR 4.
The
House Energy Bill does not include any incentives for the purchasers of small
wind systems. So it is very
important that we show strong Congressional support for S. 1810/HR 2322.
Please help by co-sponsoring S. 1810 or HR 2322.
